I believe that yoga and taichi are good for clearing out and decongesting the body in general, but are there some specific exercises or stretches that will work more immediately to help clear the inner ears or eustachian tubes?

Put it this way: say you have clogged inner ears and doctors haven’t been able to help much… what do you do?

Get a better doctor. Go to a specialist. You have Zero control over those parts of your body beyond air pressure (equalizing pressure in your ears). If your doctor can’t help you, another one will.
A friend of mine was legally deaf because of that actually, several years later they found a doctor who knew what he was talking about and one simple surgery later his ears were clear and stopped building up material.
You may need surgery or just a simple chemical treatment.
